Personally I prefer suicide bombers.
- There is a good chance of a 'work accident' before killing anyone else.
- They are more likely to have 'second thoughts' and not detonate.
- They can't learn from their mistakes.
- They avoids expensive and dangerous detective work to capture them.
- They won't sit in an expensive gaol cell until a prisoner swap.
